The war in Ukraine has brought to center-stage the Eurasian geo-political order, especially the bonding between China and Russia. What do stronger Sino-Russian relations mean for India’s foreign policy? New Delhi is connected with both Russia and China in the Shanghai Cooperation Organization (SCO), the Brazil-Russia-India-China-South Africa (BRICS) forum, the Asian Infrastructure Investment Bank (AIIB), and the Russia-India-China (RIC) trilateral. What these multilateral forums or institutions mean strategically now to India? India’s cautious stance on the Russia-Ukraine war is being (mis)perceived widely as tacit support to Moscow; New Delhi’s primary focus however is navigating the hardened Western response and not abandoning Russia, a key traditional and contemporary partner. Will the Ukraine-Russia war affect India’s efforts to engage with Eurasia, its growing synergy with the EU, as well as the Quadrilateral Security Dialogue (Quad) in the Indo-Pacific? This talk addressed some of these questions and debates.

Dr. Jagannath Panda is the Head of the Stockholm Centre for South Asian and Indo-Pacific Affairs (SCSA-IPA) at the Institute for Security and Development Policy (ISDP), Sweden. He is also the Director for Europe-Asia Research Cooperation at the YCAPS in Japan. Additionally, Dr. Panda is a Senior Fellow at The Hague Centre for Strategic Studies (HCSS), The Netherlands; and an International Research Fellow at the Canon Institute for Global Studies (CIGS) in Japan. He is also the Series Editor for Routledge Studies on Think Asia. Dr. Panda is the author of the book India-China Relations (Routledge: 2017) and China’s Path to Power: Party, Military and the Politics of State Transition (Pentagon Press: 2010). Dr. Panda’s recent edited works are: Quad Plus and Indo-Pacific (Routledge: 2021); Scaling India-Japan Cooperation in Indo-Pacific and Beyond 2025 (KW Publishing Ltd. 2019), and The Korean Peninsula and Indo-Pacific Power Politics: Status Security at Stake (Routledge, 2020).
Dr. Satu P. Limaye is Vice President of the East-West Center and the Director of the East-West Center in Washington where he created and now directs the Asia Matters for America initiative and is the founding editor of the Asia Pacific Bulletin. He is also a Senior Advisor at CNA Corp (Center for Naval Analyses). He is a graduate of Georgetown University and received his doctorate from Oxford University (Magdalen College) where he was a George C. Marshall Scholar. He publishes and speaks widely on Indo-Pacific regional issues and supports various U.S. government, foundation, fellowship, and professional organizations. Among his current affiliations are Center for New American Security (CNAS) Task Force on the U.S.-Philippines Alliance, United States Institute of Peace (USIP) Senior Study Group on the North Pacific, Project 2049 Study Group on the U.S.-Australia Alliance, Korea Economic Institute (KEI) Advisory Council, and Global Taiwan Institute-Taiwan Asia Exchange Foundation project. Recent publications include: Southeast Asia’s choices: Economic, political, and geopolitical integration face complications, India in East Asia: Focused on the Quad and Border Disputes with China, and Maintaining the Technology Edge: Strengthening US and Indo-Pacific Alliances to Counter Chinese Technology Acquisition (with Rose Tenyotkin).
